State Board of Education may issue a human services permit to qualified applicants to provide mental health and human services to students in schools, upon request of local or regional boards of education or regional educational service centers.

Permit applicants must hold a bachelor's degree in social work, human services, psychology, sociology, or equivalent field from an accredited institution, and have either four years of work experience in those areas or one year of work experience plus two years of specialized schooling.

Human services permits are valid for three years and may be renewed by the Commissioner of Education for good cause upon request of the superintendent or regional educational service center.

School social workers assigned to a student must conduct at least two home visits per student during each school year, beginning July 1, 2022, and may conduct additional visits if the social worker determines they would best serve the student or family's needs.

Act takes effect July 1, 2022.
