Amends the Comprehensive Energy Strategy requirements for the Commissioner of Energy and Environmental Protection effective upon passage of the bill.

Requires the Commissioner to consider greenhouse gas emissions reductions from low-carbon fuel blends in home heating oil on a life-cycle basis, contributions to state greenhouse gas mandates, thermal portfolio standards effectiveness, and relative value comparisons of current biodiesel reductions versus future retail heating oil industry projections at 5, 10, and 20-year intervals.

Requires the Comprehensive Energy Strategy approved after October 1, 2022 to include policy recommendations regarding hydropower facilities in the state and incorporate hydropower into the strategy's modeling.
