Repeals and replaces Section 17b-428 of the general statutes to modernize Connecticut's Program of All-Inclusive Care for the Elderly (PACE) program, effective July 1, 2022.

Authorizes the Commissioner of Social Services to submit a Medicaid state plan amendment to add PACE program services within available appropriations, replacing the outdated pilot program language from 1998.

Designates the Department of Social Services as the state administering agency responsible for PACE agreement services and requires it to establish participation criteria for eligible individuals and PACE providers upon Medicaid state plan amendment approval.

Permits the Commissioner to implement policies and procedures while regulations are being adopted, provided notice of intent is posted on the eRegulations System within twenty days of implementation.

Repeals Section 17b-28c of the general statutes, effective July 1, 2022.
