• Defines "Indian child" and "Indian Child Welfare Act" by reference to 25 USC 1903 and 25 USC 1901 et seq., establishing minimum federal standards for removal of Indian children from families and placement in foster or adoptive homes

• Commissioner of Children and Families must ensure all actions or proceedings under chapters 319 and 319a involving an Indian child's custody, foster/adoptive placement, or parental rights termination comply with the Indian Child Welfare Act

• Probate Court and Superior Court (for transferred cases) must ensure all actions or proceedings under chapter 803 involving an Indian child's custody, adoptive placement, or parental rights termination comply with the Indian Child Welfare Act

• Provisions are effective from passage of the act
