Changes the home care service fee schedule increase mechanism from a fixed two percent annual increase to an amount equal to the most recent Consumer Price Index increase for all urban consumers as published by the U.S. Department of Labor, Bureau of Labor Statistics, effective July 1, 2022.

Maintains the Commissioner of Social Services' authority to increase fees for home health care agencies and home health aide agencies serving persons with AIDS, providing high-risk maternal and child health care, offering escort services, or providing extended hour services upon application showing extraordinary costs.

Requires the Commissioner to adopt regulations in accordance with chapter 54 to implement the provisions, with ability to implement interim policies and procedures while regulations are pending, valid for no longer than nine months.

Changes regulatory notice requirement from publication in the Connecticut Law Journal to posting on the eRegulations System, with notice required no later than twenty days after implementing policies and procedures.

Preserves existing requirements that no rate or fee shall exceed charges to the general public for similar services and that agencies may request hearings within ten days if aggrieved by a rate determination due to material changes in circumstances.
