Increases asset limits for eligibility in Connecticut's state-funded home-care program for seniors age 65 and older: single persons' assets capped at $45,000 (previously 150% of federal community spouse protected amount) and married couples' assets capped at $65,000 (previously 200% of that amount).

Reduces the required cost-sharing contribution from four percent to three and one-half percent for program participants whose income is at or below 200% of the federal poverty level and who are ineligible for Medicaid.

Exempts residents of affordable housing under the assisted living demonstration project from contributing to care costs if their income is at or below 200% of the federal poverty level.

Maintains the annualized service cost cap at 50% of the weighted average cost of nursing home care in the state, with exceptions for individuals receiving services as of June 30, 1992.

Takes effect July 1, 2022.
