Establishes the Lesbian, Gay, Bisexual, Transgender and Queer Health, Human Services and Opportunity Network to make recommendations to state government on equitable access, health and human services delivery, and educational awareness for LGBTQ+ persons.

Network shall conduct needs analyses, collect data on health and human services needs, submit biennial reports to legislative and executive branches, and build organizational capacity and advocacy across the LGBTQ+ community.

Network membership includes representatives from 11 named LGBTQ+ organizations and community groups, plus additional members appointed by Senate and House committee chairs representing healthcare providers, youth services, aging advocates, veterans, and various demographic communities.

Appointments from named organizations and rotating positions must be completed by September 1, 2022; vacancies in other positions filled by majority vote of network members.

Commission on Women, Children, Seniors, Equity and Opportunity provides administrative support; network may use federal, state, and other available funds for contracts, programmatic initiatives, and grantmaking; effective date July 1, 2022.
