Commissioner of Housing must establish a pilot program by June 15, 2022 to fund social workers in emergency shelters, in consultation with the Commissioners of Social Services, Mental Health and Addiction Services, and shelter operators.

Pilot program runs for two years beginning October 1, 2022 and provides assistance to help emergency shelters recruit and retain on-site social workers to meet unmet needs.

Commissioner of Housing must submit a report to the joint standing committee on housing by December 1, 2024 detailing program implementation, utilization rates, performance data, and recommendations for future implementation or extension.

Report shall include summary of efforts to inform eligible organizations and assist in social worker recruitment and retention, plus an assessment of program performance during the pilot period.
