Board of Trustees of The University of Connecticut and Board of Regents for Higher Education must develop and adopt a freedom of expression policy by January 1, 2023

Policy must prioritize freedom of expression in research, teaching, discussion and debate, and protect expression even when ideas are disagreeable or offensive

Policy must allow reasonable, content-neutral time, place and manner limitations necessary to compelling institutional interests, and permit spontaneous protests that do not substantially interfere with institutional functions

Policy must designate public campus areas as public forums open equally to any speaker and provide resources for protecting safety and freedom of expression of any invited speaker on equal terms

Boards must submit the adopted policy to the joint standing committees of the General Assembly on higher education and judiciary by February 1, 2023
