Requires each local and regional board of education to provide all full-day elementary students with a minimum daily lunch period of 20 minutes and at least 20 minutes of physical exercise time per school day.

Mandates each board of education adopt a policy by July 1, 2022, governing when school employees may restrict students from participating in physical exercise as a form of discipline.

Permits restriction of physical exercise only when a student poses a danger to health or safety of others, or when limited to the shortest physical exercise period if multiple periods exist per day, provided the student still participates in at least 20 minutes total.

Restricts recess withholding to once per school week unless the student is a safety danger, and prohibits restriction based on incomplete work or academic performance.

Defines "school employee" to include teachers, administrators, counselors, coaches, paraprofessionals, and contracted individuals with regular student contact.
