The Connecticut Advisory Commission on Intergovernmental Relations shall convene a working group to study the feasibility of allowing municipalities to advertise legal notices online under Connecticut General Statutes section 1-2.

The working group shall analyze impacts on municipalities and newspapers, as well as barriers municipalities may face in publishing legal notices online.

The working group consists of at least 10 members including representatives from the Advisory Commission, Office of Policy and Management, Freedom of Information Commission, municipal law attorneys, town clerk associations, municipal conferences, newspapers, and other designated entities; all appointments must be made by September 1, 2022.

The working group shall submit a report with findings and recommendations to the joint standing committee on planning and development no later than January 1, 2023.

The working group shall terminate upon submission of the report or January 1, 2023, whichever is later.
