Requires all public agencies (except executive sessions) to provide members of the public an opportunity to present oral testimony on agenda items during designated public comment periods.

Allows public agencies to adopt rules and restrictions on comment periods, including limits on total time allocated for public comment on specific agenda items and per individual speaker.

Requires votes of each public agency member to be recorded in writing, made available for public inspection within 48 hours, and posted on the agency's website within 7 days (except political subdivision agencies are not required to post online).

Maintains existing requirements for filing regular meeting schedules by January 31st, posting agendas at least 24 hours in advance, providing 24-hour notice for special meetings, and prohibiting the public from being required to register or provide personal information to attend meetings.

Takes effect October 1, 2022, and amends General Statutes Section 1-225 regarding public agency meetings and access to government records.
