Used motor vehicle dealers licensed in other states must furnish buyers with a valid certificate of title, assignment and warranty of title, or other evidence of title disclosing any liens or encumbrances within fourteen days of vehicle delivery.

Violation of the certificate of title requirement results in a fine of not more than one thousand dollars.

The Commissioner of Motor Vehicles gains authority to conduct investigations and hold hearings regarding violations, including the power to issue subpoenas and compel testimony related to certificate of title requirements.

The Attorney General is authorized to seek court orders temporarily or permanently restraining any person from violating certificate of title provisions.

The Commissioner of Motor Vehicles may enter into agreements with qualified independent contractors to implement electronic certificates of title in the state.
