HB 5366 Summary

• Insurance companies and self-insurers must stamp "SALVAGE" or "SALVAGE PARTS ONLY" on vehicle titles for total loss vehicles and attach appraiser damage reports, effective October 1, 2022.

• Reduces notice requirement from two to one notice by certified mail for insurance companies seeking title when unable to obtain it from insured parties, with 30-day waiting period before title issuance.

• Extends time allowance for emissions inspection repairs from 60 to 90 days and extends exemption period for active military personnel from 60 to 90 days following service release.

• Requires motor vehicle repair shops to obtain written customer authorization and estimates before repairs, allow choice of repair shop, and prohibits requiring unsafe repairs or installation of aftermarket parts without vehicle owner consent.

• Establishes Removable Windshield Placard Advisory Council within Department of Motor Vehicles to review placard laws in other states and recommend best practices; increases school bus stop violation fine to $450 first offense and $500-$1,000 for subsequent offenses (or $90 if detected by digital video monitoring).
