Restructures the Governor's Foot Guards (first and second companies) to consist of one major commandant and one warrant officer bandmaster, with one sergeant major and such other personnel as consistent with military regulations, effective July 1, 2022.

Restructures the Governor's Horse Guards (first and second companies) to consist of one major commandant and one sergeant major, with such other personnel as consistent with military regulations, effective July 1, 2022.

Changes the Governor's Guards activation authority from being limited to "time of war, invasion, rebellion or riot" to allowing the Governor to order them to "state military duty" as needed.

Renames the "Army National Guard state morale, welfare and recreation account" to the "Military Department state morale, welfare and recreation account" as a separate, nonlapsing account within the General Fund for operating military programs.

Authorizes the Adjutant General to issue a military funeral honors ribbon to National Guard, organized militia, or other military personnel who satisfactorily perform as members of an honor guard detail, effective July 1, 2022.
