Establishes the Connecticut Semiquincentennial Commission to commemorate the 250th anniversary of the American Revolution, administratively housed within the Office of the Secretary of State.

Commission purposes include ensuring inclusive observance of the semiquincentennial, encouraging civic and educational organizations to participate in related activities, promoting Connecticut as a heritage tourism destination, and exploring how the founding period influences the nation's present and future.

Commission consists of 14 voting members including representatives from Connecticut Humanities, the Connecticut Democracy Center, Mohegan Tribe, Mashantucket Pequot Tribal Nation, Connecticut Historical Society, Connecticut League of History Organizations, plus four gubernatorial appointees and six state agency representatives or their designees.

Initial appointments must be made within 60 days of effective date; Governor appoints chairperson and vice-chairperson; commission may solicit federal grants, private funds, and request General Assembly appropriations; may establish advisory subcommittees as needed.

Commission must report annually beginning January 1, 2023, including accounting of funds received and expended to relevant joint standing committees; commission terminates January 1, 2028, or earlier if deemed appropriate.
