Establishes a "federal Clean Air Act fee" on motor vehicle registrations: $15 for triennial registration, $10 for biennial registration, and $5 for annual registration, effective July 1, 2022.

Exempts non-self-propelled vehicles, electrically powered vehicles, and vehicles exempted from registration fees from paying the fee.

Directs fee revenue as follows: 57.5% to the Special Transportation Fund and 42.5% to a new "federal Clean Air Act account" within the General Fund.

Creates a separate, nonlapsing "federal Clean Air Act account" to be expended by the Commissioner of Energy and Environmental Protection in consultation with the Commissioner of Transportation for implementing federal Clean Air Act requirements, improving air quality, and reducing carbon emissions.

Makes the fee non-refundable and specifies it is in addition to all other motor vehicle registration fees.
