• Authorizes sponsoring associations to provide fully insured group health insurance policies (association health plans) to their employer members and employees to the maximum extent permitted by federal law, effective October 1, 2022.

• Defines "association health plan" as a fully insured group health insurance policy sponsored by a sponsoring association and offered to employer members under the Employee Retirement Income Security Act of 1974.

• Defines "employer" as either a sole proprietorship in Connecticut or any person doing business in the state that employs at least one individual in Connecticut.

• Defines "sponsoring association" as an association comprised of one or more employer members that provides association health plans to its employer members and their employees.

• Requires the Insurance Commissioner to adopt regulations under Connecticut General Statutes Chapter 54 to implement the provisions of this section.
