HB 5415 Summary

• Allows licensed gun dealers to facilitate transfers of assault weapons between two people who both already legally possess such weapons under valid certificates of possession, with transfers limited to persons known to each other prior to the transfer.

• Permits licensed gun dealers to transfer large capacity magazines between two people who both lawfully possess such magazines with declared possession to the Department of Emergency Services and Public Protection, restricting transfers to persons with prior knowledge of each other.

• Establishes that transfers of assault weapons and large capacity magazines under these new provisions must be between specific inventory and between parties with prior mutual knowledge.

• Takes effect October 1, 2022, and amends sections 53-202d, 53-202f, and 53-202w of the Connecticut general statutes.
