Commissioner of Emergency Services and Public Protection shall establish and administer a three-year pilot program beginning July 1, 2022, to collect data on fire and rescue service delivery in local or regional fire departments or districts that identify as challenged or in crisis.

Local or regional fire departments or districts may apply for participation by submitting a written statement confirming they are currently challenged or in crisis regarding service delivery; five specific emergency communications centers may elect to participate upon request.

Approved applicants must be admitted to the program within 60 days and shall receive monthly reports of collected data regarding call processing time, alarm handling, and turnout time.

Commissioner shall utilize either the National Fire Operations Reporting System or develop a real-time data collection system capable of tracking fire and rescue response information.

Commissioner shall conduct evaluations on or before July 1, 2023, and annually thereafter, submitting findings and legislative recommendations to the joint standing committees on public safety and planning and development.
