Commissioner of Administrative Services shall convene a working group including the State Librarian, zoning enforcement officials, building officials, regional councils, business associations, and municipal attorneys to develop a standardized digitization system for State Building Code records and create a searchable web-based public database.

Working group must consider best practices for digital file types, security protocols for electronic file storage, and backup/recovery procedures, and identify funding sources for implementation and maintenance.

Working group shall submit a report to the joint standing committee on planning and development by January 1, 2023, including findings and legislative recommendations for system implementation.

Office of Education and Data Management shall study options for expanding community college coursework and programs to train building officials, including financial incentives and internship/apprenticeship programs developed with municipalities and regional councils of governments.

Office of Education and Data Management shall submit a report by January 1, 2023, to the joint standing committee on planning and development with findings and legislative recommendations regarding career training expansion.
