Board composition changes from 14 members initially through June 30, 2023, to 16 members thereafter, with shifts in appointment authority from the Governor to the legislative leadership.

Initially through June 30, 2023, the Governor appoints the board chairperson; on and after July 1, 2023, the Speaker of the House and President Pro Tempore of the Senate jointly appoint the chairperson.

Governor appoints the executive director initially; on and after July 1, 2023, the Speaker and President Pro Tempore jointly appoint the executive director, with both serving as ex-officio nonvoting members.

Board must employ not fewer than four employees by August 1, 2022, with reasonable expenses paid from the board's budget.

Board budget shall not be subject to reduction, hold-backs, or lapses by the Governor, with appropriations based on the executive director's expenditure estimates to the Office of Policy and Management.
