Governor must submit recommended allocations of federal block grant funds to the House Speaker and Senate President Pro Tempore during any fiscal year the state receives such funds.

Speaker and President Pro Tempore have five days to submit recommendations to the Appropriations Committee and relevant subject-matter committees for approval or modification within thirty days.

If committees do not concur, a conference committee of three members from each standing committee (with at least one minority party member) convenes; rejected conference reports result in automatic approval of the Governor's recommendations.

Governor must submit proposed transfers exceeding $50,000 or 10% of any specific allocation (whichever is less) to legislative committees for approval, modification, or rejection using the same procedures; all transfers must be notified to relevant committees through the Office of Fiscal Analysis.

Governor must submit recommendations to the Appropriations Committee when federal funding for state-appropriated programs drops below estimated amounts and when the state receives additional federal block grant funds exceeding $10,000, with both subject to the same legislative approval process.
