HB 5435 Summary

• Establishes a task force to review substance use disorder programs and services in Connecticut and make recommendations on spending opioid litigation settlement funds.

• Task force shall examine current and needed treatment services, regulation of opioid treatment facilities, state spending on substance use disorder programs, and anticipated funding needs.

• Membership includes joint standing committee chairs and ranking members from public health, human services, and appropriations committees; representatives from nonprofit and for-profit service providers; current and former consumers; family members; licensed counselors and health care providers; and three state commissioners.

• Task force chairpersons shall schedule the first meeting within 60 days of the bill's effective date and may establish working groups including police chiefs, emergency medical services personnel, and representatives of prevention and support organizations.

• Task force must submit findings and recommendations by January 1, 2023 to relevant joint standing committees and terminates on the date of report submission or January 1, 2023, whichever is later.
