Amends Section 4-74a of Connecticut general statutes effective October 1, 2022 to require the Governor's budget document to include an explanation of how budget provisions further efforts to ensure equity in the state.

Defines "equity" to mean government efforts, regulations, policies, programs, standards, processes and principles intended to identify and remedy past and present patterns of discrimination or inequality against protected classes under Chapter 814c.

Requires budget documents to address how provisions prevent reinforcement or perpetuation of discrimination and disparities in outcome, whether intentional or unintentional.

Requires budget documents to explain how provisions prevent the emergence and persistence of foreseeable future patterns of discrimination or disparities in outcome for protected classes.

Maintains existing requirement that budget documents include Governor's recommendations on the economy and analysis of proposed spending and revenue programs' impact on employment, production, and purchasing power.
