State agency commissioners and the technical high school system superintendent must automatically refill all vacant positions, including those caused by retirements, during fiscal years ending June 30, 2022, and June 30, 2023.

Commissioners and the technical high school superintendent must jointly submit a plan for filling all staffing vacancies to the General Assembly within 30 days of the bill's effective date and quarterly thereafter.

The Commissioner of Administrative Services, technical high school superintendent, and human resources departments of each state agency must keep open application requests for all job classifications with continuous hiring for vacant positions.

All provisions take effect upon passage.
