Health care providers requiring certificate of need approval for new facilities or expansions must obtain approval before breaking ground, effective upon passage.

The State of Connecticut Health and Educational Facilities Authority cannot issue bonds to health care providers needing certificate of need approval unless the Office of Health Strategy has reviewed and made recommendations on the capital budget, effective October 1, 2022.

The Office of Health Strategy must assess budget reasonableness and projected impacts to health care market and pricing when making bond recommendations.

Application fees for certificates of need are tiered by project cost, ranging from $1,500 for projects under $50,000 to $25,000 for projects exceeding $10 million, effective October 1, 2022.

The Office of Health Strategy must conduct a study on certificates of need and submit a report by January 15, 2023, including recommendations on price caps, community board representation, service equity, quality standards, enforcement penalties, and property tax recovery from nonprofit hospital conversions.
