Bill Summary: HB 5450 - An Act Concerning Telehealth

• Adds dental hygienists to the list of licensed telehealth providers in Connecticut, effective October 1, 2022.

• Requires individual and group health insurance policies to cover telehealth services on the same terms as in-person care, including for residents temporarily residing outside the state.

• Enacts the Psychology Interjurisdictional Compact, allowing psychologists licensed in compact states to practice telepsychology across state lines and conduct temporary in-person practice for up to 30 days per calendar year without obtaining additional licensure.

• Establishes the Psychology Interjurisdictional Compact Commission with authority to promulgate rules, investigate complaints, and coordinate information on psychologist licensure and disciplinary actions across member states.

• Amends telehealth requirements for mental health care providers practicing across multiple states to require physical presence in Connecticut, compliance with Connecticut rates, and regular in-state patient care, except as provided under the psychology compact.
