Changes payroll deduction slot solicitation process from newspaper publication requirement to internet website publication, effective October 1, 2022.

Modifies the Vendor Advisory Committee composition and evaluation criteria for approving payroll deduction slots for state employees.

Allows retired state employees who return to work for nonparticipating municipalities to participate in that municipality's retirement system and continue receiving their retirement allowance, effective October 1, 2022.

Modifies reemployment rules for retired municipal employees working part-time (less than 20 hours per week or 90 working days per year) to allow them to receive retirement allowance while employed.

Repeals sections 3-115e and 3-117b of the general statutes, effective July 1, 2022.
