Requires the Commissioner of Public Health and Commissioner of Administrative Services to conduct state and national criminal background checks on all applicants and transfer employees for the vital records unit of the Department of Public Health.

Requires the Commissioner of Correction and Commissioner of Administrative Services to conduct state and national criminal background checks on applicants for positions involving direct contact with inmates.

Mandates criminal background checks for external applicants to the Department of Motor Vehicles and requires fingerprinting upon job offer.

Reduces the frequency of criminal background checks for Department of Revenue Services employees from every ten years to every five years for applicants, transfer employees, and current employees.

Requires criminal background checks for applicants with conditional employment offers at the Department of Developmental Services and authorizes the department to require the same for contracted service providers working with persons with intellectual disabilities.
