Revises Freedom of Information Act definitions effective October 1, 2022, including clarification of "public agency," "meeting," "executive sessions," and "personnel search committee"

Requires contracts exceeding $2.5 million between public agencies and private persons for governmental functions to include provisions granting the agency access to records and files subject to FOIA disclosure requirements

Modifies "electronic transmission" definition to include email and digital communications; authorizes individuals to scan public records using hand-held devices including mobile phones with a maximum agency fee of $20 per use

Requires public agencies to post special meeting notices at least 24 hours in advance on their websites and to file notices with the Secretary of State; permits electronic transmission of meeting notices to members

Mandates the Freedom of Information Commission conduct annual training for public agency members on FOIA requirements and related statutes
