Establishes a task force effective October 1, 2022, to study statutory revisions necessary to implement early voting and no-excuse absentee voting procedures whenever authorized under the state Constitution.

Task force consists of 10 members total: two each appointed by the House Speaker and Senate President pro tempore; one each appointed by the House and Senate majority and minority leaders; the Secretary of State or designee; two registrars of voters from different political parties; and one town clerk representative.

House Speaker and Senate President pro tempore shall select task force chairpersons, who must schedule the first meeting by November 15, 2022.

Task force shall submit a report with findings and recommendations to the joint standing committee on elections by February 15, 2023.

Task force terminates upon submission of its report or February 15, 2023, whichever is later.
