Declares void any "unlawful restrictive covenant" in recorded land instruments that restrict property ownership or occupancy based on race, creed, color, national origin, ancestry, sex, gender identity or expression, marital status, age, lawful source of income, familial status, or veteran status, effective October 1, 2022.

Allows property owners to file an affidavit or standardized form with their town clerk identifying unlawful restrictive covenants without paying any recording fee, and requires town clerks to record such documents and update land record indices accordingly.

Provides that voiding an unlawful restrictive covenant does not affect the validity of other covenants or provisions in the same instrument.

Prohibits references in other recorded documents from reviving or republishing voided unlawful restrictive covenants, and shields town clerks and municipalities from liability for damages resulting from unauthorized recordings.

Requires the Office of Policy and Management to develop a standardized form addressing race-based restrictions by December 1, 2021, and an expanded form covering all other protected categories by December 1, 2022, with town clerks making forms available online and in their offices.
