Public Act 22-116 Summary

• Connecticut Prevention Network shall develop a report on recovery schools (designed for students in recovery from substance use disorder) by January 1, 2024, including how other states have implemented them and recommendations for establishing recovery high schools in Connecticut.

• Parents or legal guardians have access to all educational and medical records in a student's cumulative record, including class rank, with limited exceptions for privileged information and certain incarcerated parents with disqualifying convictions or court orders.

• Task force established to study special education provision and funding during school years 2016-2020, examining service delivery methods, costs, state reimbursement levels, and student identification criteria, with report due by January 1, 2024.

• Department of Education shall administer grant programs for fiscal years 2023-2025 to hire and retain school social workers, school psychologists, school counselors, school nurses, and licensed marriage and family therapists, with priority given to districts with high ratios or student mental health service utilization.

• Connecticut Interscholastic Athletic Conference task force established to study governance structure and leadership procedures, with report due by January 1, 2023.
