Repeals and replaces Connecticut General Statutes Section 53a-65 effective October 1, 2022, establishing new definitions for sexual assault crimes.

Defines "consent" as unambiguous, informed, and voluntary agreement freely given without force, fraud, or coercion by each person actively agreeing to engage in a sexual act.

Specifies that prior sexual participation, absence of verbal resistance, or withdrawal from agreement do not constitute consent.

Provides comprehensive definitions for sexual intercourse, sexual contact, mentally incapacitated, physically helpless, use of force, and related terms used in sexual assault statutes.

Establishes definitions for "school employee," "psychotherapist," "emotionally dependent," and "therapeutic deception" to address sexual abuse in professional and educational settings.
