HB 5476 Summary

• Requires municipal stormwater authorities to provide partial fee reductions (credits) for properties that maintain stormwater management systems complying with state and local standards and effectively reducing stormwater runoff onsite.

• Establishes additional partial fee reductions for properties with current stormwater best management practices and for infrastructure exceeding applicable statutory or regulatory requirements.

• Limits stormwater fees on hospital properties to no more than 15% of aggregate fees through July 1, 2026, with required annual reviews and proportionate rebates if exceeded.

• Adds heating, ventilation, and air conditioning (HVAC) system installation, replacement, or repair to the list of eligible school building projects qualifying for state grants under emergency provisions.

• Makes both amendments effective July 1, 2022.
