Expands the definition of "telehealth provider" under Connecticut General Statutes section 19a-906 to include doctorate psychology students enrolled in state-approved programs who provide professional psychological services under licensed psychologist supervision, effective July 1, 2022.

Allows unlicensed psychology doctoral students to provide telehealth services within a psychologist's scope of practice and in accordance with applicable standards of care.

Amends section 20-187a to permit psychology practice by persons enrolled in approved doctoral psychology programs at Connecticut institutions of higher education when providing services under licensed psychologist supervision, either in-person or via telehealth.

Defines "professional psychological services" to include counseling, psychotherapy, behavior modification, personality and intelligence testing, and research relating to human behavior for individuals and groups.

Both amendments take effect July 1, 2022, and were referred to the Public Health Committee with a Joint Favorable recommendation.
