Requires water quality testing for private and semipublic wells prior to sale, exchange, purchase or transfer of real property, with tests completed no earlier than 45 days before the transaction and results obtained by the property owner.

Mandates testing for total coliform, nitrate, nitrite, sodium, chloride, iron, manganese, hardness, turbidity, pH, sulfate, apparent color, odor, lead, arsenic and uranium, with prospective buyers bearing the cost.

Requires laboratories and firms conducting tests in connection with property transactions to report results within 30 days to the local health authority and Department of Public Health.

Authorizes the Department of Public Health Commissioner to adopt regulations for well testing and permit exceptions for wells within 200 feet of public water supply systems.

Effective October 1, 2022, and also applies to newly constructed private and semipublic wells, which must undergo the same quality testing with results reported according to state regulations.
