Allows terminated Citizens' Election Program candidate committees, along with their candidates and treasurers, to apply to the State Treasurer for removal of their committee names from the posted unclaimed property notice.

Requires the State Treasurer to establish application procedures and may require documentary evidence of identity before approving removal of a committee's name from the unclaimed property list.

Modifies the unclaimed property notice requirements to permit removal of terminated candidate committee names upon State Treasurer approval under the new application process.

Directs that beginning July 1, 2022, any moneys associated with terminated candidate committees removed from the unclaimed property notice shall be credited to the Citizens' Election Fund instead of remaining in unclaimed property.

Maintains existing Citizens' Election Fund deposit amounts of $17 million (fiscal year 2006), $16 million (fiscal year 2007), and $17.3 million (fiscal year 2008), with future years adjusted annually by the consumer price index.
