Repeals and replaces subsection (c) of section 32-70 of Connecticut general statutes regarding enterprise zone designations, effective upon passage.

Allows the Commissioner of Economic and Community Development to remove an enterprise zone designation if the area no longer meets established criteria, except that removal cannot occur within ten years of original approval or if poverty-level residents have not been reduced by at least 75%.

Establishes procedures for designating enterprise zones in municipalities based on population size, plant closures, and poverty increases, with different eligibility requirements for areas designated on or before September 30, 1993, and after October 1, 1993.

Permits the commissioner to designate one enterprise zone per municipality and allows additional designations for areas designated as federal empowerment zones or enterprise communities.

Limits the commissioner to approving no more than one enterprise zone per municipality and requires adoption of regulations concerning additional qualifications for enterprise zone designation.
