Commemorates the 23rd anniversary of Connecticut's sister-state relationship with Taiwan, which began in 1999 and encompasses cultural, educational, and economic exchanges.

Notes that Connecticut exported $217 million worth of products to Taiwan in 2021, making Taiwan one of the state's most important foreign markets.

Supports closer economic and trade partnerships between the United States and Taiwan, including potential Bilateral Trade Agreement (BTA) and Avoidance of Double Taxation Agreement (ADTA).

Encourages enhanced cooperation on education, disaster relief, driver's license reciprocity, visa waiver programs, and Taiwan's participation in international organizations including the WHO, ICAO, and INTERPOL.

Directs the legislative clerks to send copies of the resolution to President Tsai Ing-wen of Taiwan, President Joe Biden, and U.S. Secretary of State Antony Blinken.
