Amends Section 7 of Article Sixth of the Connecticut Constitution to permit no-excuse absentee voting for qualified state voters

Changes constitutional language from limiting absentee voting to those "unable to" appear at polling places due to absence, sickness, disability, or religious reasons to those who "will not" appear for any reason

Removes existing restrictions that limited absentee voting eligibility to specific circumstances such as absence from one's city or town, illness, physical disability, or religious observance

Directs the proposed amendment to be presented to voters at the general election on November 8, 2022, or continued to the next legislative session, with ballot designation: "Shall the Constitution of the State be amended to permit the General Assembly to allow each voter to vote by absentee ballot?"
