Establishes joint rules for the November 28, 2022 special session, based on 2022 regular session rules with specified amendments and repeals.

Only bills and substantive resolutions specified in the Governor's November 23, 2022 proclamation may be received and processed by the Legislative Commissioners' Office.

Bills and resolutions must be certified by the Speaker and President Pro Tempore in accordance with Connecticut General Statutes section 2-26 to be introduced as emergency certified bills.

All bills and substantive resolutions require fiscal notes and must be voted upon by roll call vote; bills may be acted upon immediately with the accompanying fiscal note.

Strikes out numerous procedural rules (Rules 3-6, 8, 10-11, 13, 18-20, 31-32, 34, 37) and replaces or modifies rules governing bill transmittal, readings, and emergency certification procedures.
