Authorizes $175.8 million in state bonds for capital improvements including traffic signal modernization ($75 million), zero-emission school bus infrastructure ($20 million), and matching funds under the Infrastructure Investment and Jobs Act ($75 million).

Authorizes $132 million in additional bonds for grants-in-aid including school air quality improvements ($100 million), food resource organizations ($10 million), farmland restoration ($7 million), and student loan reimbursement ($15 million).

Establishes the Connecticut Baby Bond Trust, with the State Treasurer authorized to issue up to $600 million in bonds to fund $3,200 transfers to individual accounts for children born in Connecticut, with disbursements available at age 18 after financial literacy completion.

Extends law enforcement equipment grants through June 30, 2023, and modifies homelessness prevention funding to provide grants for landlord renovations, maintenance reserves, and supportive housing units.

Authorizes $10 million in bonds for Connecticut State Colleges and Universities to construct child care centers and $20 million for housing development for health care workers.
