Prohibits Connecticut institutions of higher education from refusing to provide transcripts to employers or prospective employers because a student owes a debt to the institution.

Bars conditioning the provision of transcripts to employers or prospective employers on the payment of any debt owed by the student.

Prohibits charging fees for transcripts provided to employers or prospective employers that exceed the actual cost of providing the transcript when a student owes a debt.

Prevents institutions from using transcript issuance as a method to collect debts from students.

Takes effect July 1, 2022, and does not restrict fees charged for the actual cost of providing transcripts to students themselves.
