Appropriates unspecified funds to the Office of Health Strategy from the General Fund for fiscal year ending June 30, 2023, to expand the Covered Connecticut program to families earning up to 300 percent of the federal poverty level.

Increases income eligibility threshold from 175 percent to 300 percent of federal poverty level for fully subsidized health coverage under the program, effective July 1, 2023.

Extends dental and nonemergency medical transportation services to eligible parents, caretaker relatives, and nonpregnant low-income adults ages 18-64, effective July 1, 2023.

Requires the Office of Health Strategy to establish quarterly procedures to reimburse health carriers offering qualified health plans at the silver level of coverage for premium and cost-sharing subsidies.

Targets program expansion toward middle-class families by broadening eligibility for subsidized coverage through Connecticut's health insurance exchange.
