Authorizes the Commissioner of Economic and Community Development to provide a $1 million grant-in-aid for fiscal year ending June 30, 2023 to a specialty chemical and water treatment manufacturing facility and global research and development laboratory for the marine industry located in Connecticut.

Amends section 32-235(b) to allocate bond proceeds for multiple economic development purposes, with designated amounts for job training ($3 million), educational technology grants ($1 million), small manufacturing facilities pilot program ($2 million), and naval infrastructure projects at Naval Submarine Base-New London ($50 million).

Provides $15 million to small business assistance programs, $20 million to small business express assistance account, and $50 million to Labor Department for workforce pipeline programs with minimum allocations to Bridgeport ($5 million) and Hartford ($5 million) workforce development boards.

Allocates funding to CTNext for innovation places and entrepreneurship grants, Connecticut Center for Advanced Technology for manufacturing initiatives, and Connecticut Innovations, Inc. for proof of concept and venture capital programs.

Designates $4 million for companies adversely impacted by Quinnipiac Bridge construction and provides grants to Connecticut Supplier Connection and Procurement Technical Assistance Program.
