Commissioner of Children and Families shall conduct a study to determine whether policy and procedural changes within the department may increase the effectiveness of services provided to children in the department's care and custody

Commissioner must report findings to the joint standing committee of the General Assembly having cognizance of matters relating to children on or before January 1, 2023

Study becomes effective July 1, 2022

Report must follow provisions of section 11-4a of the general statutes
