Requires the Commissioner of Children and Families to conduct a study on policy and procedural changes that could increase safety for children in the department's care and custody, effective July 1, 2022

Mandates the commissioner submit findings to the joint standing committee of the General Assembly with cognizance over children's matters on or before January 1, 2023

Report must follow the provisions of section 11-4a of the general statutes

Received a joint favorable recommendation from the Committee on Children
