Requires publishers who offer electronic books or digital audiobooks to the public to offer the same contracts or licenses to Connecticut libraries on reasonable terms that permit library users to access the materials.

Permits publishers to impose limitations on simultaneous users and require technological protection measures that prevent access beyond the license period and unauthorized sharing.

Prohibits publishers from restricting library loaning practices, including interlibrary loans, loan frequency, loan periods, or simultaneous license purchases on the same date materials become publicly available.

Prohibits publishers from preventing libraries from making nonpublic preservation copies or disclosing license terms to other Connecticut libraries.

Classifies publisher violations as unfair trade practices under Connecticut General Statutes section 42-110b, effective October 1, 2022.
